But it doesn't really say if the lights need to be on automatically or that it is sufficient to turn them on by hand every time I start my car....

My guess is that it is compulsory that the lights turn on when you start the car. That is because you would forget to turn them on yourself from time to time.
I installed a pair of LED lights that I connected to the ignition switch, so they come on when I start the car.
In Denmark it is not required to have your tail lights turn also, even though most new cars did that until a couple of years ago.
Now new cars only turn on the LED driving lights that they all are equipped with.
