Another radiator fan 40A fuse was blown. Fuse replacement corrected the problem. ???

Hmm... it could be intended behaviour, after all the air con won't work properly if the fan doesn't run, but I doubt. Sounds more like a bad grounding point as you mention. Do you have a diagram?
