Title: Espace III Aux belt tensioner problems (broken bolt)

Aux belt tensioner pivot bolt sheared on my 2.2DT Grand Espace (JE0E) No idea why. As some threads were damaged my mechanic fitted a new one with threadlock. Now this bolt has snapped! The garage does not want to know. I've seen a few posts here about these Aux belt tensioner mounting bolds shearing - does anyone know why?
More to the point - given I'm going to have to try drill this bolt out, does anyone know if the engine can be dropped enough to get a drill at it (I'll then helicoil) or - better - does anyone know if this bolt is fitted into the engine block or into the "auxillary support braket" a casting that mounts the power steering pump, alternator and aircon compressor. Can this be removed with the engine in situ?

hi, Im not familier with this motor however according to a diagram, the tensioner is attached directly to the block unfortunately. If the bolts have been changed at any time previously, perhaps the replacement bolts were too weak or incorrect.
    perhaps something like this will fit so you can avoid lifting the engine:

there are also flexible cables like a speedo cable available for drills if that's any help.
