Anyone know this car ?

Well, it isn't Matra related, but I don't know who else to ask.

Is there anyone of you who recognize this car and can tell what make and model it is?

From the Gearshifter in one photo I think "that has got to be Citroen". But the rest?
Could it possibly be that someone has taken a 2CV and done some slight modifications to it?  

Notice the drivers seat. Looks like a lawn chair my Mom and Dad used to have

Can't identify it, but I think you're on the right track.  The front wheel drive, with the gearbox in front of the engine, and the gearshift look like Traction Avant to me.  The instrument cluster is Peugeot 202 by the look of it, and the wheels aren't Citroen.  I can see an SU carb in there too.  Some sort of special perhaps?

The steering wheel looks familiar, but it is not Citroen, as far as I know.

I has got to be built on a Citroen Traction Avant chassis.

But there is something "Morgan like" about the body, except Morgans' front fenders swooped back to the rear fenders, not open like this one.  See Morgan photo below.

I found several sports cars based on the Traction Avant. Like the one below.
