Whilst the starter is off for other more pressing repairs I thought I may as well give it a clean up. Took off the end washer and it separated into two pieces as I cleaned so I am not sure which way it was fitted. One washer metal, the other white plastic. In the picture is this the correct way round? Should I lubricate them or just leave 'clean'?

That is correct.  The plastic washer is to prevent the metal one from shorting out the commutator segments.  For lubrication. just a very light smear of oil.
