94 espace 2.2 rxe petrol automatic

hi just a few problems
1/ engine reaches aboat 3000 revs before it changes gear then it seems to hang in neutrol for a second before it engages is this normal ?
2/ petrol gauge keeps going up and down as if theres no petrol in ?
3/ battery keeps going flat even though alternator is giving 14 charge out ? any help with these questions would be of help and the battery is ok

hi just a little bit more trouble when the engines hot and i go to start it it wont turn over just as if the battery was dying out but leave it to cool down abit and it turns over fine and starts any ideas anyone ?
