how do I get it off
its awfull and dirty but wont come off. do I need to cut it loose?

Under the car: pull the gaiter a bit down and slide it back over the rod.
Unbolt the rod from the gearstick. Take notice of the bolt and the washers. There is one bush with a washer attached and one separate washer.
In the car: Unscrew the plastic cover around the gearstick. Pull the cover with the gaiter up. in my car the gaiter is fixed to the gearstick by a cable-ty. At the bottom of the gearstick you will find 3 bolts holding the "ball bearing" Unbolt these and ...Tea time!
